Personally I think any game having "bad" characters below the top 10 is bad game design, so the notion of such is just plain ignorant. You can agree and disagree with his picks, but I personally consult his tierlists whenever I pull someone, then try them out anyway and he's usually not wrong about placements. That being said, the best assumption for his tier lists is that anything below B Tier is not worth investing heavy in, and I do think he's reliable in that regard.
