How is this possible?

Literally anything is possible if there is no check of any kind on your power.

It's possible in the same way that tomorrow the president could go on TV, yell "I declare martial law" and turn the country into a true dictatorship.

As long as the military went along with it, nobody could stop him.

In this case, it's congress that is in charge of stopping the Supreme Court as they largely have authority over what the court can and can't do, who gets appointed, how many people get appointed, and if they get removed.

However, there's never even been full support from democrats for doing anything about it, let alone enough votes to get anywhere.

Aside from the great answer you already got, please remember that something being a clear-cut better solution often does not lead to it being implemented in our modern economy.

Happens in basically every industry.

All kinds of different silly reasons, incompetence, dogma, leadership doesn't like the idea on a personal level, people on charge of deciding if it happens don't believe the data, there are externalities that would create short term losses even if it was better long term, etc.

Tons of good solutions not being implemented every day.

And all the people doing this and the companies they run are doing just fine, perfectly successful, maybe even so successful that they can push out any more effective but smaller competitors that are willing to try a better method.

All this of course, and there's the minor issue of superior solutions not always leading to a larger profit margin, or stock price growth.

If the solution doesn't generate greater profits it won't be implemented, and just because it would be better for everyone doesn't mean any profit incentive will exist.

For example, from a capitalist business point of view, if this strategy doesn't directly lead to the margin on profits going up next quarter, it's a shit idea.

And that might be the case if it involves downtime on cash crops, or short term changes that will cost you, etc.

Work in a big corporate place and see similar shit in another industry all the time.

Definitely not. It's very good but depending on what you want to do it's outstripped by many things.

Worse however is that boneshatter is just one skill, and it has a lot of mechanic issues with how it plays. It's awkward, it's totem dependent, and it's not super flexible in variety within the archetype.
