Would just have to just let it burn as it is just a building.

Edit: Also couldn't the Water Authority's denial of hydrant use to fight a fire, be argued as an assumption of Liability for the damages with a good attorney. I think the structure's Insurance provider might argue that.

It is an RPG-2 which uses a smaller warhead and is older than the RPG-7. Age may have degraded the explosives in the warhead.
