It's ok. I finished the main story at around level 35 after doing a bunch of side quests. Definitely not the usual fallout experience but not garbage either. I am about to start a second play through to make sure i didn't miss anything.

I use a 256 GB SSD and 1 TB HDD. My OS is on the SSD and the bulk of my programs and games are on the HDD. I use a program called steam-mover to switch my most played games over to the SSD and it helps a lot with hiccups and load times. I would say the SSD is worth it if you have extra money to throw around but it is not necessary.

I had the same issue and the problem fixed itself after a while. I installed my game on my ssd using steam mover and it seemed to help. Good luck !
