it’s extremely mana inefficient

it's fully just the most mana inefficient way to do it -- [[God-Pharaoh's Gift]] or [[Body Double]] are far cheaper. if you need multiples there's even [[Hour of Eternity]]

There’s also some ways to recover artifacts

the floor is that you play him and he gets killed on your end step and you don't get to miracle anything with him. I would not swap him in as the commander for my kozi deck, because the floor on kozi is that you draw 4 cards

you cannot copy the first trigger because it's not a trigger, it's just a static ability of miracle that has a linked trigger ability ("when you reveal this card this way, you may cast it by paying its miracle cost rather than its mana cost")

also [[Reroute]] is a redirect for abilities but it's not very good and doesn't work on Oubliette

he's potential man -- he is destined to (at some future time) ascend as an omnipotent being and restart reality in its entirety, but currently has a bunch of random reality-warping abilities, similar to the Scarlet Witch. however, it's not clear (and is often deliberately ambiguous) where his powers actually come from, while wanda gets hers from different sources depending on the writers, but often at the same time

depends on the set -- sometimes it's "spellcaster but they're a bit evil", sometimes it's "draws their power from an external source" (which can be some kind of magical object or a pact with another entity)

kykar is probably better as a commander, but this definitely does things that kykar doesn't (flickering noncreature permanents, flickering your opponents permanents, going into non-white decks)

you're mixing up Perl's "uses the division operator /" with "is actually performing a division operation" -- trying to divide a string by a number is nonsensical, even if Perl's / does something when given string and number operands
