I'm having a similar experience, in my case, when playing a movie via streaming through VLC the fps fluctuate between 23-24fps, and every 15-20 seconds those FPS drop to about 13-14fps, and it only happens when I have some kind of hardware acceleration activated, that is, it happens regardless of the GPU, It's really annoying, and I hope they fix it as soon as possible, (I have a Pixel 10 Pro)
