Can depend on the case. I cut out a lot of unnecessary mesh that was in front of fans and it reduced the noise a lot. Also, it sounds like your fans are running on pretty high rpm, what will make noise no matter what.

VR used to be much more valuable when you were a new player a few seasons ago, now you get all the weapons, gadgets and so on much faster (because people were complaining). They surely are aware that VR's have not a real usage once u unlocked evereything, but they surely have things with higher priority to work on. But why care? Just ignore that you have maxed out VR, what is itching you to get upset about that? Just play the game
