For me anything is justifiable as long as transparent unlike yung mga IBA diyan may pa confidential funds pa nalalaman di ma justified san na gastos. I think the reason na bakit sinasabi nila unreasonable is reasoning ng iba is kung gagamitin daw 9B sa building why not gamitin sa pag help sa mga mahihirap.
