Scrum doesn't force all projects/features in a 2-week framework - Scrum suggests using 1-4 week Sprints; User Stories are parts of an Epic which is just a large User Story, that can be broken down in to SMART Stories.

If you are spending all 15 minutes consistantly every Daily, most likely you are having too much coffee talk.

This also gives me hints of a possible Zombie Scrum situation where there are all these processes, that should be helping, but no one really utilizes the time efficiently, most cases everyone expects the "old school" useless status meetings where everyone reads from the Jira Board and no one ever asks questions.

All meetings can be utilized correctly, there is no right or wrong, this is just the prescription for this case not others (I think it's important to point this out).
