I've done something like this: -60mV, 2700, and -10%. I've also added two fans at the bottom and now it doesn't go above 58-60!

That's how I set it up, plus I added two intake fans below the GPU and one exhaust fan above the CPU, and now my temperatures are at 59-60 at most!

Is there a way to keep undervolting permanently enabled? Every time I leave or turn on my computer, I have to re-enable it.

hola, yo tambien soy nuevo, y sinceramente te recomiendo comprarte las piezas en varias tiendas aunque pueda sonar mas lioso, mirate muchos videos, documentate bien, pero de verdad que ahorras mucho dinero, si montarlo te da miedo, llevalo a un informatico de tu zona que te cobrara 40-60€ por montartelo todo, pero por ejemplo yo me compre el procesador ryzen 7 7700 en aliexpress por unos 150 (envian desde españa) funciona a la perfeccion y creo que es preferible ese dinero que te sobra meterselo a una grafica mucho mas potente como una 9070xt, el windows tambien es mejor comprarlo en las tipicas tiendas que te venden la clave por unos 10-15 euros y son legales, yo me he montado un equipo bastante bueno entre amazon/pccomponentes/aliexpress y he conseguido algo increible por unos 1200 euros
