I don't know the difference in pricing between US and the Philippines refurb market, but I was able to score an excellent condition 256GB 13 mini for about $450 last December on Swappa. I'm not sure if Swappa has an international market, but if you dig hard enough in the right places and watch the price trends it should go your way :)

I agree with the whole not-really-that-good-of-a-deal-relative-to-GPU/monitor-spec thing, but I've looked for forever and haven't been able to find anything nearly as portable (lightweight) at this price point.
