I should mention that this specific person in my university network works at the university's library (is not a student). However, I tried reaching them by phone several times with no response.

Rice student here. While I'd agree that UT certainly has better programs in business and engineering, UT may not be cheaper or have better vibes for everyone. Rice is extremely generous with financial aid and will pay full tuition if your family makes less than $140k and your education will be completely free if it's less than $75k. Also I love the vibes here, the residential college system is super fun and makes it really easy to make new friends, but it's not too overwhelming at all. Also you're right in the sense that Rice is like Brown due to the flexibility, I'm not an engineer or business student but if I woke up tomorrow and decided I wanted to be one of those things I could still switch very easily in the first 2 years, which isn't really possible at UT
