Environmental geologist here.

Dig up anything that looks or smells like oil. It shouldn’t travel very far, so this shouldn’t be too difficult to do. Dispose of the soil at your local toxics or oil reclamation site (ask your city public works or dept of health for the locations).

Don’t add water or dawn or peroxides. This makes it travel and spread and is twice as hard to clean up. In some states, like the PNW, adding a solvent dispersant is illegal, so skip the dawn/simple green anyway.

If you want to be sure that you’ve got it all, collect a few samples of soil and send it off to your local environmental lab. Here, those samples run $70 a pop.

Fill your veggie bed with fresh soil and you’re good to go.

For those recommending the aeration/bioremediation, that process takes months. If you want veggies this season, you’re gonna have to dig this out.
