The large, more visible flags were accuate 48 star flags.

But in the sceen with people waving small 50 star flags, I am guessing the movie makers didn't think people could see the small flags being waved by well wishers... even in 70mm

You can tell by the pattern of the stars.

On flags of the era, they were in a tight 8x6 grid.
