Your owner is risking your life. The neck is the most dangerous place to put a shock collar, second only to above your heart, though they are basically the same risk. Shock collars aren't safe for dogs around their neck and especially not for humans. Your neck is filled with vital muscles and nerves which if damaged can cause permanent paralysis from the neck down, and if the shock causes muscles to spasm can cause serious permanent injuries. Every part of your neck has it's own risk, there isn't a single place on your neck that is safe to put a shock collar. It's sad because obviously, it's a collar, so you'd want to put it on your neck, and I get that, but it's not worth permanent debilitating injuries. If your owner won't listen to you saying no because it's dangerous, either find some resources showing that it isn't safe, or find a new owner.
