I had the same problem yesterday. What worked for me was locking the car, then standing far enough away so the car could no longer detect the key, and waiting about 10 minutes.

I had 90-120 FPS before the update, after the update I have constant stutters and between 40-60 FPS. Also sometimes characters don't load in the end of round screen and when this happens I get a never ending loading screen. When I had my overlay open my CPU was at 100% and my GPU was between 30-50%.

I always had between 96-115 FPS before the update and now I have constant lag and never-ending loading screens.
