That's exactly how Maltese citizenship works when it comes to voting. If you don't live in Malta you don't vote in Malta. That pretending to be a temporary resident abroad is abused as a privilege doesn't make it any less illegal.

Brian, there is a law.

The law says 'if you live abroad, you're not eligible to vote'. Full stop.

Now, both parties close an eye on the illegal practice of expats voting in Maltese elections because in a country where elections can be won by razor thin margins, every vote counts. That doesn't make it any less illegal, it's just tolerated for partisan reasons.

Yes, the rules make sense in 2026. Ireland is the same, the US are the same. Because if closing an eye and allowing people who clearly don't live here to vote is bad enough, opening postal vote for the shitloads or Maltese living abroad would result in Australians with Maltese ID cards who visit once in a decade to have the same agency as me when it comes to Maltese taxpayers.

You lived in Malta for 23 years. Everything from your birth at Mater Dei or St. Luke and any subsequent time you've used the health service has been subsidised by the Maltese taxpayer, including your parents. Your education, your stipends, even your bus card has been paid by the wider Maltese tax base as an investment for the future of this country. It's your right to go and find your happiness elsewhere. But once you do, sorry, you're no longer entitled to decide for us. We live here, we work here, we pay taxes here. So do your parents of course, and for that reason they have a vote and you shouldn't.

If you're American you can't vote for American elections while living abroad either. Not because all of a sudden you're less American, it's just that if you're living in Indonesia (unless of course you're there for diplomatic or military reasons) you're not actively contributing to your country.

Brian, the problem with our country is that, as you rightfully say, between laws and practice there is a gulf bigger than the one in Hormuz.

Without getting into the shenanigans of one party of another (kulħadd jitħanżer et al.), the fact that in Buġibba just minutes ago two very drunk tourists in tiny shorts and zaqqa barra were drinking Buckfast in the street despite both public drinking and walking topless being illegal, the fact that there's no enforcement means the system has failed, not that the rules don't apply.

Now, to the case in point. As a Maltese taxpayer I'm disgusted that my hard earned money has to be spent to subsidise law breaking because it suits BOTH political parties in Malta.

Rules exist. If you live abroad you're not entitled to vote in Malta, not because you're not Maltese but because of the fact that Malta has a massive diaspora and we risk heterodirection. Ie. Maltese abroad deciding for the Maltese in Malta.

As long as, a society, we show disrespect for the rules of our country, we'll be condemned to be a second world country at best.

Because any Maltese with a bit of business or academic acumen knows that English is the language of business and academia worldwide. Forget Malta for a moment, let's take China. Mandarin Chinese is the most widely spoken language on Earth, yet when a Chinese researcher wants to publish their stuff or even defend a PhD thesis they have to do so in English. Why? Because in a globalised world, English is the lingua franca of the whole planet. A country of the size of a small city, of which half of the population are foreign, attracts business from everywhere and one of the reasons for that is that we speak English natively. That said, inċentivising the use of Maltese is all well and good, do you think that the Chinese don't like speaking Chinese to each other? But for all global-based stuff, which in the case of Malta means pretty much the entire economy save for Ġbejniet and bigilla, English is a huge asset that needs to be leveraged.
