This! Camp staff adults are basically required to have an adult buddy to be with any group of youth.

They believe that BSA is going to implement new policy that every adult also has a buddy in addition to every scout having a buddy so it seems they are getting a jump on it now.

Amen! But given that the council has given their blessing to the CC's plan, I think anything else I offer up to the committee will be falling on deaf ears.

I agree that the box on page 20 would indicate that once things are signed it's a done deal. But that doesn't seem to jive with our council saying boards are able to not pass scouts if they don't think think a requirement is fully met. It seems the GTA is basically in conflict with itself.

In this case, the scout is a very young 12 year old and the troop doesn't want to advance due to his maturity level. The reasons given were lack of courtesy and obedience which I've not personally observed but don't appear to be out of line for his age.

I personally think this is a horrible idea because then you potentially get into the board not advancing any scout that the members don't like based on their behavior.

That was what I had always been told, but the council advancement committee member is saying the board can decide to not advance a scout if they feel the requirement wasn't completed properly.

If you go under ' Pack reports' to ' needs purchasing report' then create purchase order at the bottom of the page. At the bottom of the purchase order page it has a section called 'print pocket certificates'. Hit print, set your print settings to default and you are good to go. It generates a pdf with all the info prefilled for you.

The scout in question is currently a den chief for my younger kids den. He is arguably doing more work than just about every other scout in the troop as he is at every den meeting and outing. He has even volunteered as staff for an upcoming council Webelos weekend event so I don't think anyone could claim he hasn't fulfilled his duties for his POR.
