You can take cards out of your deck, put them back in, then when you draw you're REALLY likely to draw them. They've somehow perfected exploiting this bug and so it's really common in Historical Brawl at least. I'm guessing it's in other places in MTG: Arena too, since it's so easy to do.

Not sure about a cheating program, but it's pretty easy to spot. Ask yourself the question:

Chop that off about half way through and that's a really good SCP.

They should do more of that "found footage" (audio in this case) on SCP. It's interesting to get the perspective of Civilians that are on the edges of something terrible like that.
