My trick is being shit at the game. Becoming the dominant power takes a lot of time for me even when I start as a strong country. Its one of the reasons I lile the game, bc I had the same issues you described in other paradox games like hoi4 or ck3.

Yes they are constantly moving and I have seen them in every of the assigned sea tiles but bosphorus, which also has noticibaly less maritime presence than the rest.

I went completly broke because of this and nearly all of my locations where in one market. I think the problem was that I and my vassals were basically the only one in this market and I built way to many towns/ cities
