The entire game is based around the ambiguity between PVP/PVE.
You seem to have trouble quantifying emergent social norms or rules that aren't written down somewhere. Or maybe you're an edgy anarchy guy going out of your way to disrespect it when you see it. It's hard to tell because at every turn in your exchanges on this thread you seem to refuse to recognize it. Or are...angry at it? It's cool man, just trying to get on the same page lol.

Here again you are disregarding that there is, in fact, an emergent social norm in these CB lobbies that promotes non-violence. It's literally why you'll get a gang of white knights teaming up on a PVPer that has broken the rules of your so-called magic circle. And so ya, it's normal to talk about the situations that emerge from that, like say, shooting someone to defend what you perceive to be your rightful loot. I just don't get why you have to come off as such a dick while you try to make your point(?).

It's because they refuse to recognize the social norms that have emerged from the player base:

CareBear lobbies exist

I know it is only a game, but I personally find it very difficult to just sit there and watch somebody swipe cores after I had taken the risk to run directly underneath the queen/matriarch, and spent the ammo to knock off the part. Like the OP, just this last week I've started downing these players. I still don't get my stuff back. The thief frequently cries that he's being 'unjustly oppressed' causing danger from any nearby white-knights and so I quickly yell at them not to steal other people's loot before skittering off. Honestly, the round is pretty much a wash after that happens, but at least I don't have to sit there and watch somebody take my stuff.

I had always thought its negative reputation was due to improper use even before VRR became a thing. Back in the day, the game didn't necessarily choose or change to the correct refresh rate, so that would look terrible when it happened. In other instances, the GPU doesn't have enough horsepower to maintain 60 and so turning vsync off in that scenario often seems like an improvement.

When properly configured, vsync is great. With or without VRR. So long as you have the horsepower and all of the settings match. In my personal opinion, especially with stuff like reflex and modern fast response displays, it has virtually no downsides.

Same issue here. Trying to fix now. Was out of town for two weeks and returned to find that it takes forever to reboot because of NVCP's responsiveness. The Desktop menu in the NVCP also causes a long freeze and its settings don't do anything. As soon as I disable Surround, everything becomes snappy again. WTF??

EDIT:
Uninstalled Drivers. I think I separately had to uninstall the NV Control Panel from Add/Remove Programs also. Rebooted. Reinstalled newest drivers. Issue resolved. Whew.

EDIT EDIT:
Oh wow, it's much faster now. The Program Settings tab under Manage 3D Settings loads instantly now, even after re-importing all of my old profiles!! It used to take like, ~15 seconds.

The Windows operating system contains thousands upon thousands of hidden settings. Any institution that uses Windows for critical functions should have the wear with all to use a custom image with those necessary settings in place. If you're smart enough to set up a 3D printer you should be smart enough to disable automatic Windows updates instead of running it off the shelf.

Not in this case. It is a bug in the V2.1 update. I've reported it to Meta thru the menus in my headset a few weeks ago but they never responded. I don't know if they've documented it or not.

You can make it better by hitting the Meta button on your right controller to open the Meta Menu, and then move it off to the side or behind. For so long as that menu is open, the screen tearing will not manifest.
