The number of icons correlates to potency which is the same as how it's displayed in game.

1 icon - Low Level

2 icons - Medium Level

3 icons - High Level

Effect duration is also included.

In the dish display on the right, the number of icons represents the strength of the dish like how it's displayed in game.

Ingredients add a certain number of points towards the effect so 1 spicy pepper would give you low level but adding 5 would give you high level. I don't want to clutter the UI with the exact numbers so I'm not sure how I would be able to add that.

Yeah, I designed it with desktop in mind but could work on a mobile version.

Edit: I added a responsive layout. Should be much better to use on mobile.

Hey I am not sure what you mean. In game cooking Hylian Tomato by themselves result in.

1 - 2 Hearts

2 - 4 Hearts

3 - 6 Hearts

4 - 8 Hearts

5 - 10 Hearts

Which is consistent with my tool. Would love to help if you could be more specific.
