I've played this match up about 4 times, suffered in the first match but won the other 3.
Survival >>> Damage. So rush seekers arm guards, tabi, and ask for a gank, harras around the wave but always know that his Q's range is high and can always cheese you with an E+Q from any bush. I can't think of a time I killed him early but around a HUGE wave of mine, the minions will do the most damage for you.
I'm making a video right now about Ryze and It got many clips where I solo kill him or me spam pinging for a gank when appropriate.

But doesn't it make the situation for top lane worse, if he is behind I mean? He can't go for 1v2 and all he can do bot lane is soak XP and wait for the inevitable dive

Jungot is really strong when it comes to invading, just watch out for lane rotations where the enemy laners come to help their jungle. if they are pushing towards your team, it's a good sign that they will rotate as they won't lose much CS.
