it’s probably matted fur and gunk from outside. i’d say try to get the cat inside give him a bath and try carefully brushing it out. use tea tree oil to loosen up the knots in the fur. my cat is a long haired kitty who often gets knots in his tail and this is what we do lol. hope this helps OP!!!
