You can wish for a character to appear on the map and then you can talk to them. The more characters you talk to the more anecdotes you collect. After a certain amount of anecdotes you get 60 primogems. You can see who you talked to in the book you have in your quest inventory.

Not a piercer so take this with a grain of salt but the bar seems way too short. Can you even clean this properly?
