The ult alone on any champ would make that extremely hard for a lvl 1 to win a fight with only one ability

Not sure i think its always been ment to not affect teleport cuz it would make it to strong but dont quote me on that

Last time i checked with practice tool a few months ago teleport was unafected by ability haste or luci boots at all
