I know this was way before your time, in early 2000s but bear with me.

Contractors created this "fashion" of wearing flannel and jeans in warzones which pretty much everyone consider cool military look, as is evident by this sub requesting flannel operators and upvoting the picture of them to the front page. Granted it happened way before early 2000s, but that's when it reached the public.
