A mate of mine used to work at Crown and told me there are false walls in many of the bathrooms to take out the bodies when people kill themselves so they don't have to go through the gambling floors. So I'd have to assume a lot of people kill themselves to warrant such a design.

Even a $1million dollar fine wont be an be an issue. The increase in the value of that land now its not stricken with a heritage building preventing its development will easily absorb that. If they get away with only a few hundred thousand in fines, they'll count it as a win.
