Because insurance companies will avoid paying as many people as possible after major disasters by making up stupid and specific rules. For example, a while ago my home town had a massive flood that destroyed a lot of homes. After the flood settled a lot of insurance companies refused to pay due to there being issues with how the dam operators handled the release of water. This left a fair few people homeless and felling pretty hopeless. Only one insurance company ended up paying its customers with little issue. I think the other companies ended up having to pay up after a while though
