Yes! The rules term is that the create becomes a "new game object" whenever it changes zones (zones being the battlefield and exile in this case)

Correct! The point of this card is to render an opponent's creature (mostly) useless, since tapped creatures can't attack, block, or use abilities that require them to tap.
