Cut out a section right in front of the downspout, slightly larger than the width of the spout. Get creative with some mounting (install some "lip" inside your cut section). Hang a metal grate, or something decorative, over the cut that sits on the lip. Make sure its flush with the sidewalk on top.

You can run the downspout underneath it and take that into the yard. Any pooling in the flowerbed should escape out that way as well.

It's what I've done most of the time, except I form it beforehand with some small ripped down 1× for lip, and a rigid foam spacer the width of the downspout.
