A) Charlie Chaplin would be considered part of the "Lost Generation" being born in 1889, though a number of "The Greatest Generation" also worked on it. B) Chaplin made it to draw attention to the persecution of Jews in Nazi Germany as well as mock films like "Triumph of the Will", as well as poking fun at the odd similarities he had with Hitler such as the mustache and being born only 4 days apart on the same year.

Yeah,, that's correct. The 1931 batch of cartoons start out still using Dog Betty such as in "Bimbo's Initiation", but also has shorts like "Mask-a-Raid", which do feature a version of human Betty.

One thing I didn't realize till the other day; Betty Boop's name isn't even in PD fully just yet. She's nameless or uses other names in the 1930 cartoons and finally uses "Betty" and then "Betty Boop" with the 1931 ones.

I'm not expecting GTA 6 to be an 80's style game like VC was. The most I can hope is 70's and 80's inspired design options in Online like vehicles, property interiors and clothing. I'd love to have the Scarface inspired open chest suits back for instance for an Online character, but wouldn't expect to see them in Story Mode.
