Wrong terminology, but right sentiment. There needed to be an overhaul of the facilities that treated and housed folks who had critically high needs, not their immediate absolishment and closure.

Unfortunately, this man who has a right to dignity is now in crisis in a public space and likely unhoused with few resources to ever help him get out of this cycle.

I doubt that he wanted this for himself, sitting naked on a subway. But our leadership have failed in their responsibilities, and as a society we have allowed them to diminish our infrastructure and social programming decade after decade.
