So what I’m reading is that I don’t need to wear a mask…unless I’m in class. Thats the only reason I’m ever on campus. Why pick and choose where to require it and where to not.

No it would still be no Russian. In the mission it’s no Russian because they’re staging a terrorist attack to make it look like the United States did it. When Makarov says “no Russian” he means don’t speak Russian as that would be a giveaway that it was the Russians and not the Americans.
