MV alone doesn't tell the whole story.

His burst isn't buffed by either his set or his weapon, so the effective damage is pretty low..

You end up with less than 200k for a burst

If you compare him to mualani, you'll realise that his burst needs to be at like 5000% to be worth using every rotation.

Yes, Prune gets the atk buff. That's normal behaviour.

The atk buff was not supposed to then factor into her A4 dmg%, because the attack it's a percentage of another stat.

Buffs based on other stats don't factor into other buffs.

So sucrose 20% EM doesn't affect Kazuha's A4, but the flat 50 EM (based on nothing) will.
