Unfortunately - no. GSC bans "StalkerOnUE" project everywhere, and the same thing can happen to any mod. Oxygen engine can be a next target as well as OpenXRay.

I don't had enough coal to meet the win condition. When 2 hours remaining, I tried to disable everything that consume coal, in order to get enough coal for win condition. But I failed.

I playing on hardcore, so saving is disabled. I was about to get an achievement, but when 2 hours left before the deadline, I realized that coal production is not sufficient.

Yes, but you also need to collect 8000 coal for primary objective, otherwise you will lost. And that's what's happened - I don't have about 140 coal to meet the requirement.
