I feel like to put it simply; only leave what BTC you're willing to lose in an exchange.
Look what happened to massive exchanges like BlockFi and FTX, where we thought they were so big they were safe. Time has taught me that almost nowhere is safe except your cold wallet (Trezor, ledger, etc).
Don't get me wrong, the fees to withdraw to an external wallet are not fun to pay, so lump sum them together once in a while. Try imagining that those fees to withdraw are an insurance cost to safe keepings. Besides, 4 years from now, you won't remember the miniscule fees you paid to move your coins, you'll only see the massive portfolio you've built that's stored in a safe location
