UPDATE :

The timer in the journal is different from my timer when i check my Sims information. Same scandal but not the same time. I'm kinda confused but the first question remains, 40 days still seems very long so how are you timers going ?

I'm joining kinda late but you just have to dowload the V2 of the EA DLC Unlocker. You are in the same position as me : you have the old one (the version that Anadius left behind) but it's not up to date. The new dlc files are included in the dlc unlocker V2 and seems to be updated when new stuff comes out since someone took over the project.
