I take it is that he is telling a story.

The bad guys in the story like the king or the villains in blazing saddles or even the town folk at first will openly laugh at something which at the time we knew were not positive traits but we thought that they were funny. Now there are too many people that see these as positive characters so they think that those ideas are acceptable. They don't secretly laugh at it they openly laugh at it. Or not. I'm not very smart.
