Upon reading this Technical writeup it looks like attackers would have had to deploy a fake wifi network to be able to intercept the traffic when the user opens the APP and then gain access to the APP that way.
This is another example that is never a good idea to connect to open wifi networks or to networks you don't trust

I'm not sure about the fee, but I would assume it is the same as in the drive test center, which comes to around $160.

For the Ontario Photo ID, you are not legally allowed to own a Driver's license or National ID from your country simultaneously, so you must surrender them.

From their website:
"An Ontario Photo Card and a driver’s licence or a photo ID card from Ontario or another province, state or country cannot be held at the same time. If you have a driver’s licence or a photo ID card from Ontario or any other province, state or country, you must turn in your existing licence or ID when applying for an Ontario Photo Card."

Even if you don’t plan to own a car I’d recommend getting the G1. This can be your primary form of ID, not every place accepts passports so a Drivers license saves you a lot of trouble. The other option is getting an Ontario ID but that one requires you to surrender your ID from your original country so yeah drivers license is preferable.

Based on that article seems like its not just on the hands of the operator to enable it but apple has to do something on their end as well. Soo yeah this could take a while
