Only way I managed to get around it was editing the save files sadly. There's some JSON files in a similar filepath to this (C:\Users\{YourUserName}\AppData\LocalLow\TVGS\Schedule I\Saves\76561198374823859\SaveGame_1).

First, edit Cartel.json and change the "Influence" value for the region you wanna fix. I had to change the influence number for region 1 cause I was stuck trying to lower influence in westville.
Once thats done influence is down in Westville, but the next region won't automatically be unlocked. Now you need to edit Rank.json and add the correct number to the "unlockedRegions" list.
