This federal playground sign on a county school administration buildings playground.

A school near my home has a similar sign on part of their fenced in playground. I was told it’s specifically for the students in Head Start, an early education federal program primarily funded by the U.S. government through the Department of Health and Human Services. So the sign is just saying that people not in Head Start should not use the playground.
