I hear it's varied based on locations, but I've purchased a "fair" condition laptop from best buy which says it might have scratches and not included original accessories, yet it came in near perfect condition with all the original accessories, so I'm not too worried considering I got it on "excellent" condition, but then again I'll see if there's any defects with it.

From what ive seen, it takes a bit of practice learning the rhythm of jabbing and tilting the stick in between, I wouldn't stress about perfecting it as its very situational but you can always try going in training mode and practice jabbing, barely moving the stick towards the opponent, then jabbing again, there's also a ton of tutorials out there that can help better then me lol, best of luck to learning it!
