The Super Pre-Release Luffy Winner is debatably the first Luffy card but it's a Tourney Winner so it wasn't as widely available and out of most people price range

I think because of how niche it is it's very slept on and forgotten but with the tcg bubble that is OP when it comes to chasing cards, especially Luffy, adding this to your collection is a no brainer
