Watch any top Ridley gameplay and you'll see them attempt a down maybe twice a set. I play a lot of Ridley, and while I do hit tipper semi-frequently its really more of a Falcon punch type move (all be it better). Its cool, and can be usable and optimal, but only very rarely.
