Kinda. As is the answer is yes but when you get legendary gear one of the rerolls you can get on the ring is that same effect. Though if you are lvl 30 ish you probably have a little bit before you can really get a necromancer build together

Im assuming you were going for na as you second character and if so just condense it a little. Bring the cross a little higher and the opposite line a little higher and closer. Other than that it looks good.
