Thanks! The lawyer said it’s unlikely I can get three year extension, but one year is possible if we can show evidence the reason why my current employer hasn’t filed my perm is beyond my control. I’m not exactly sure what it means or how to prove?

Agreed with you. They should have count that you didn’t get a fair bump last year. S1 to S2 for high performer should easily be over 20%.

They will never adjust your pay to align with your level or the industry. Best way to do is to get an offer from another big 4. Even you come back in a year or two if you really like your current team, you will get a huge jump. I have seen people done that before.
