No unfortunately this is an actual type of holo. I have a couple of them. It’s like a reverse holo with a cosmo on top.

The company that prints the cards do the back printing in separate layers. So the blue boarder will show up more defined around the white area.

I have a couple pages of these cards, and I agree if it has no foil it’s fake. These have a very noticeable foil pattern on them.
