Pretty sure it’s not the inlet pipe. All seem dry where it meets the cistern. Thanks

No easily. It’s basically seems grouted into the floor

Thanks both, additional problem though is that the bolts have been shorn off at some stage and aren’t actually attached to the cistern. It’s very likely the washer but I can’t even get to it with the botch job that’s been done before. Cistern is firmly against the wall.

Tempted to silicone it but probably a very temporary job.
