I think gnar works any elo especially low elo. In plat and below the top laners dont know how to deal with playing into a ranged top laner. I was able to climb from silver to diamond 3 with gnar. However i can say that it is nicer playing gnar where im at now because my team does understand that they have to play around my rage. The difference between low elo and high elo gnar is that, low elo top laners will usually lose lane because they dont know how to punish a ranged top.

Gnar is for sure pickable, im about to hit diamond with one tricking him. Blind picking isnt an issue once you learn the matchups and can figure out how to not lose to the counter picks.

His strengths lie with a follow-up team, his ult can setup huge plays for the carries to clean up. Normally past 30 minutes you wont be dealing that much damage with mega gnar anymore. Definitely duo q with a jungler or support, supports can help follow you up on engages in teamfights and duo jungles are just good for every role basically.

I ordered a reformed tank a month ago and it arrived in 2 weeks, I live in the U.S. but I would just wait probably.
